Creating a cartoon alien

Start by drawing an ellipse using elliptical shape tool.
Double click the layer to open layer style window and enable stroke. Apply settings as shown.
Create an ellipse inside the first ellipse using elliptical shape tool. Use a lighter shade.

Create another small ellipse to create eyes.
From edit menu select transform path>>distort.
Adjust the nodes of the path.

Select the eye layer and press Ctrl+T to transform. Rotate it.
Duplicate the eye layer and press Ctrl+T. Right click the layer and select flip horizontal.
Draw two small ellipse with white color to create eye lids of the alien inside the eye area.
Create another big ellipse. Move the layer below the alien face layer. We'll create body shape much smaller the head itself.
Press Ctrl+T to transform. Right click the layer and select warp. Adjust the nodes as shown.
Apply stroke to the layer with previous settings.
Select pen tool and draw leg and foot of the alien.
Duplicate the leg layer and flip it horizontally.
Using pen tool draw hand and antinna of the alien.
Double click the eye lids layer to open layer style window and enable outer glow and gradient overlay. Apply settings as shown.
Change the background color to blue.
Create a noise gradient.

Create a new layer and apply the gradient in radial mode.

Change the color mode of gradient layer to overlay.
