Drawing a cartoon cat

Create a circle using elliptical shape tool.
Create an ellipse using elliptical shape tool.
Enable subtract form shape area form the top bar.

Create a rectangle using rectangular shape tool to create the body of the cat.
Keep body size smaller than the face. It's a cartoon anyways. Scale down and place as shown.
Press Ctrl+T. Right click the layer and select warp.
Adjust nodes as shown.

Create a triangle using custom shape tool. We'll use it for ear.

Press Ctrl+T. Right click the layer and select warp. Adjust nodes as shown.
Duplicate the layer. Press Ctrl+T. Right click the layer and select flip horizontal and place for the other ear.
Select the face layer. Double click the layer to open layer style window. Apply layer style with the settings shown.
Similarly apply stroke to the other parts of the body.

 
Draw two ellipses using elliptical shape tool. Place them for the eyes.
Create a circle using elliptical shape tool. Place it for the eye ball.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Create an ellipse using elliptical shape tool. Place it for the nose.
For whiskers draw a curved line using pen tool.
Select a 3 pixels hard brush. Create a new layer. In path window click stroke path with brush.
Duplicate and rotate the layer to complete the whiskers.
Similarly create lips of the cat.
It's time to bell the cat. Create a rectangle using rectangular shape tool.
Press Ctrl+T. Right click the layer and select warp. Select arc preset from the top bar. Drag the warp node downwards to create a shape like shown in the image below.
Place it in neck area. Move the layer below the face layer and above the body layer.
Create a circle using elliptical shape tool. Fill with yellow color and hang it with the neck band.
Select line tool and draw lines for legs and paws
Using pen tool create tail shape as shown. Apply stroke as usual.
