Creating header with clouds and rising sun

Start by creating a new file of header size. Apply a sky color to white gradient in linear mode.
Create a circle using elliptical shape tool.
Enable add to shape area form the top bar.

Create some more circles to create a cloud shape.
Double click the layer to open layer style window. Apply layer style with the settings shown.

Similarly create more clouds and place randomly.

Create a dense layer of clouds at the bottom of the header.
Create a circle for sun using elliptical shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Create small clouds for button link using the same technique.
Double click the layer to open layer style window. Apply layer style with the settings shown.
create random cloud shapes of similar size and place them as shown in the image below.

 
Create a rectangle for the search bar using rectangular shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Type button links on the small clouds.
Insert company logo, punchline etc and place nicely on top left preferable over a cloud.
