Select and merge all the star layer. Duplicate the layer. Press Ctrl+T. Right click and select Flip Horizontal and place on the other side. Change the layer mode to "Luminosity".
Duplicate the layer. From "Filter" menu select "Blur>>Radial Blur ". Apply settings as shown.
