Creating a glossy left navigational panel

Start by creating a circular selection using elliptical marquee tool.

Press Q to enable quick mask. From filter menu select distort>>glass. Apply settings as shown.
Press Q to disable quick mask.
Create a new layer and fill with a gradient.
Duplicate the layer. Enable lock transparency pixels form the layer palette. Fill it with black color. Press Ctrl+T and scale down.
Reduce the opacity to 20%.
Ctrl+Click the original layer thumbnail to get the selection. From select menu apply modify>>contract. Contract the selection by 3 pixels. Create a new layer and apply a black to white gradient in linear mode.

Change the layer mode to screen.
Duplicate the layer. Press Ctrl+I to invert the colors. Change the layer mode to overlay. Reduce the opacity to 50%.

Create an ellipse using elliptical shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Change the layer mode to overlay.

Repeat the above steps to create a shiny button. Move the layer a few pixels upwards.
Create an elliptical selection using elliptical marquee tool. Press delete.

Select and merge all the layers and scale down.
Duplicate the layer several times and place as shown.
Create a small ellipse using elliptical shape tool.
Duplicate the layer several times and place below each other.

 

Similarly create more joints connecting each button.
Create an ellipse using elliptical shape tool. Move this layer below all the layers in layer order in layer palette.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Select the top layer in layer palette. From layer menu select new adjustment layers>>hue/saturation. Apply settings as shown.
Select and merge all the layers. Apply some drop shadow to the layer.
Type link names over the buttons. Change layer mode of text layer to overlay.
