Drawing a You've got mail mascot

Create an ellipse using elliptical shape tool. Fill with skin color.
Create another ellipse using elliptical shape tool. Place it for ear.

Duplicate the ellipse layer and place it for the other ear.
Create two ellipses and place for the eyes.
Create an ellipse for the eye lid and fill with black color.
Double click the layer to open layer style window. Apply settings as shown.

Create a rounded rectangle using rectangular shape tool.

Press Ctrl+T. Right Click and select Warp.
From preset warp shapes at the top bar select Arc.
Repeat the above step twice more to get a curved shape like shown below.
Place it above the eyes.
Create a new layer below this layer and create an ellipse using elliptical shape tool.

Enable "subtract from shape area" at the top bar. Draw an ellipse at the bottom half.

 
Add details to cap by creating vertical white ellipse and a small flat ellipse at top.
Cerate a nose shape by drawing an ellipse using elliptical shape tool. Take a slight darker shade of skin color.
Add highlight to the nose.
Using custom shape tool (U), create a thin circular frame shape.
Again enable "subtract from shape area" at the top bar and Create a rectangle using rectangular shape tool.
Create a rounded rectangle using rectangular shape tool.
Double click the layer to open layer style window. Apply settings as shown.
Using pen tool create some shapes as shown in the image below to make it look like a letter.
Rotate a bit to the left side.
Create a vertical rectangle using rounded rectangular shape tool. Fill with skin color.
Press Ctrl+T. Right Click and select Warp. From preset warp shapes at the top bar select squeeze.
Apply squeeze two more times and then transform a bit to get a shape shown below.
Rotate the shape and place for hand.
Duplicate and place for the other hand. Create a black rectangle for legs.
Press Ctrl+T. Right Click and select perspective. Adjust the nodes as shown.
Enable "subtract from shape area" at the top bar and draw a triangular shape between the leg shape.
Create two ellipses using elliptical shape tool and place for the shoes.
Using pen tool create hair shape. Move the layer below all layers in layer window.
Merge all layers except background layer. Double click the layer to open layer style window. Apply settings as shown.
Type "You've got mail" below the character.
