Smooth Style Header
Start by applying a solid color to the background.

From filter menu select noise>>add noise. Apply settings as shown.

Create a rounded rectangle using rounded rectangle shape tool.
Insert an abstract background image.
Duplicate the rounded rectangle layer. Move this layer above all the layers in layer order in layer palette. Enable subtract form shape area form the top bar. Create a shape as shown using pen tool.
From filter menu select noise>>add noise. Apply settings as shown.

Double click the layer to open layer style window. Apply layer style with the settings shown.
Ctrl+Click the layer thumbnail to get the selection. From select menu apply modify>>contract. Contract the selection by 3 pixels.
Create a new layer and apply a black to gray gradient in linear mode.
Change the layer mode to overlay.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Create a rounded rectangle using rounded rectangle shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Create another rounded rectangle using rounded rectangle shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Create a rounded rectangle using rounded rectangle shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Ctrl+Click the layer thumbnail to get the selection. From select menu apply modify>>contract. Contract the selection by 2 pixels. Create a new layer and apply a black to white gradient in linear mode. Change the layer mode to linear dodge.
Create some duplicates of the button layers and place as shown.
Create a circle using elliptical shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.

Duplicate the layer several times and place as shown.
Insert company logo on left side over rounded rectangles. Type button links over buttons.
