Select custom shape tool(U). From the preset shape at the top bar select "Fern" shape.

Drag shape as shown below.

Press Ctrl+J to duplicate the layer. Rotate the shape a few pixels and adjust as shown below. Press Ctrl+G to group the shapes layers.

Duplicate the group, scale down and place it as shown.

Select custom shape tool(U). From the preset shape at the top bar select Snowflake 1 shape.
