Drag the shape as shown below.

Press Ctrl+J to duplicate the layer. Adjust as shown below.

Select custom shape tool(U). From the preset shape at the top bar select Snowflake 2 shape.

Drag the shape as shown below.

Using pen tool create a shape as shown below.

Duplicate layer. Press Ctrl+T and squeeze it vertically. Fill with a different shade of blue.

Create some more shapes and fill with different shades of blue as shown below. .

Type text using a nice font.

Press Ctrl+T. Right Click and select Warp.

Select "Flag" from preset warp shape.

Apply settings as shown.
